Understanding paid leave

Rhode Island provides paid medical leave (PML) and paid family leave (PFL) income replacement benefits for eligible workers who need time off from work for qualifying reasons. The state programs are called the Temporary Disability Insurance (TDI) and Temporary Caregiver Insurance (TCI).

Coverage options

State plan only. Rhode Island does not allow private options.

Employer coverage

All private sector and some public sector employers are covered.

Employee eligibility

Employee must have been paid wages in Rhode Island and have paid into the TDI and TCI fund.

  • Earned $16,800 in the base period or $2,800 in one quarter.
  • Total taxable wages must be at least 1.5 times the highest quarter of earnings, and base-period taxable wages equal to at least $5,600.

Leave reasons

PML (TDI): Employee's own serious health condition.

PFL (TCI): Caring for a family member and bonding.

Job protection

For TCI only: Requires continuation of health insurance benefits and reinstatement to previous or equivalent position.

PFML benefits

Benefit percentage: 4.62% of wages during the highest-paid quarter.

Weekly benefits: $1,070 maximum weekly benefit. $1,444 maximum weekly benefit with 5 dependents.

Waiting period: An individual is required to be out of work for at least 7 consecutive days in order to be eligible for benefits.

Maximum duration:

  • PML (TDI): 30 weeks.
  • PFL (TCI): 7 weeks (8 weeks in 2026).
  • Combined: 30 weeks.

Cost

Employee: PML (TDI)/PFL (TCI) (combined contribution): 1.2% of taxable wage base of $89,200. 100% employee funded.

Employer: None.

Program timeline
